Bill Pedersen, senior counsel in the firm's Environment,
Energy & Resources practice, is best known for his work on the Clean Air
Act. He has been involved as a legislative and regulatory counselor, as a
litigator, and as an expert witness in virtually every important Clean Air Act
issue for the last 25 years, including new source review, Title V permits,
amending air quality standards, hazardous air pollutant regulation, new source
performance standards, fuels regulation, state implementation plans,
the development and implementation of market based approaches, and enforcement
of these provisions. Much of this work has been done on behalf of the forest
products, petroleum, and natural gas transmission and distribution industries.
Congress has twice written suggestions in Bill's law review articles into the
Clean Air Act.As a member of the Breaking the Logjam Project, Bill is
taking a lead role in developing analytical support for the next round of Clean
Air Act amendments, which will largely focus on simplifying the statute to
obtain additional emission reductons - possibly including greenhouse gas
reductions - at less cost. . Bill is also known as an innovative
author and practitioner in environmental law and administrative law generally.
He has extensive practice experience under RCRA, CERCLA and the Clean Air Water
Act. Prior to joining Perkins Coie, Bill served as Deputy General
Counsel and Associate General Counsel for Air and Radiation at the Environmental
Protection Agency before becoming a partner at Shaw Pittman. Pedersen earned his
law degree, cum laude, from Harvard Law School. He earned his undergraduate
degree, magna cum laude, from Harvard College.
