Based on his 20 years of experience in advising on and litigating to protect the rights and lawful interests of major Russian and foreign companies, Vadim monitors, analyses and summarises law enforcement practice, highlighting systemic legal and tax problems. He draws up recommendations on how to resolve them, and how to interact with state authorities and business associations.
- managed integrated economic and legal research, performed at the request of the the Russian Chamber of Commerce and Industry, of more than 50 ‘non-tax’ payments (of the so-called ‘parallel tax system’) in order to find a systemic approach to improving such system;
- defended Gazprom neft before the Constitutional Court of the Russian Federation in a petition against the Law on the Supreme Court of the Russian Federation in a case concerning the right to challenge official explanations;
- participated in the drafting of Federal Law No. 137-FZ on improving tax administration dated 27 July 2006 and Resolution No. 53 of the Plenum of the Russian Supreme Commercial Court on tax advantages dated 12 October 2006. These documents allowed the so-called ‘tax terror’ to be terminated.
He has authored numerous publications on complex taxation issues, and co-authored the textbook 'Taxes and Tax Law' (1997).
