Thom Brown joined Cosgrave in 1981. He was its managing partner from 1994 to 2010. Since 2014, he is special counsel to the firm. Thom's practice focuses on civil appeals in state and federal courts, insurance coverage opinions and litigation, professional liability defense and arbitration and mediation.
Thom received his bachelor's degree from the University of Texas in 1974, and his law degree from Northwestern School of Law of Lewis & Clark College in 1980. Before joining Cosgrave, he clerked for the Honorable William Richardson of the Oregon Court of Appeals (1980-81). Thom is admitted to the Oregon State Bar, the Ninth Circuit Court of Appeals, the United States District Court for the District of Oregon, the United States Supreme Court, the Washington State Bar Association, and the United States District Court for the Eastern District of Washington and the United States District Court for the Western District of Washington.
Thom is a fellow of the American Academy of Appellate Lawyers and the Litigation Counsel of America. He has served on the boards of the Oregon State Bar (OSB) Appellate Practice Section Executive Committee (Chair, 2001-02) and OSB Alternative Dispute Resolution Executive Committee (Member 2013-), and is past president of the Multnomah Bar Association (2007-08). On appointment by the Oregon Supreme Court, Thom serves as a pro tem judge in Multnomah County Circuit Court handling summary judgment motions.
Since 1985, Thom has been AV rated (highest rating) by Martindale-Hubbell. He has been selected as an Oregon Super Lawyer (Appellate Practice (2006-16), been selected for The Best Lawyers in America (Appellate Practice (2006-17) and Insurance Law (2010-17)), and been designated by The Best Lawyers in America as “2014 Portland, Oregon Lawyer of The Year: Appellate Practice, “2015 Portland, Oregon Lawyer of The Year: Insurance” and “2017 Portland, Oregon Lawyer of The Year: Insurance.”
