Robert Loeffler has broad experience in resolving complex government-related issues and administrative litigation, with special emphasis on energy regulatory law. He also has substantial experience in intellectual property law.
Mr. Loeffler has practiced before the Federal Energy Regulatory Commission (FERC) for over 30 years, representing clients on a variety of novel federal electric, natural gas, and oil transportation issues, including some of the very largest proceedings ever conducted before the FERC (or its predecessor, the Federal Power Commission). He has litigated energy cases before the regulatory agencies and courts of Alaska, California, New Hampshire, New Mexico, and the U.S. Mr. Loeffler has represented the State of Alaska on major energy matters for more than three decades. His work for the State of Alaska on pipeline rate cases has resulted in more than $6 billion of increased revenues to the State. He has also assisted clients with regulatory and project development issues for natural gas and oil pipelines, LNG projects, electric generating plants, and renewable power projects.
Mr. Loeffler is a founding partner of Morrison & Foerster's Washington D.C office and served as its managing partner during most of its first decade, when the office grew from 6 to 55 lawyers. He was a natural gas specialist on a World Bank Mission to the Government of the Philippines concerning the development of the Malampaya Gas Project and prepared a special report on the structuring and regulation of gas projects from this field. He is also a former member of the Center for Public Resources Utility ADR Committee and served as Co-Chair of the Steering Committee of the Administrative Law Section of the D.C. Bar for two years, where he received its first Distinguished Service Award. He serves as President of the Charitable Foundation of the Energy Bar Association and is a Board member of the National Appleseed Network. Mr. Loeffler is listed in The Guide to World's Leading Natural Resources Lawyers and is recommended as a leading lawyer nationwide on energy (oil & gas) by Chambers USA 2013, Best Lawyers In America 2014, Euromoney’s Expert Guides, Legal 500 US 2013, andSuper Lawyers 2011.
At Columbia Law School, Mr. Loeffler was an editor of the Columbia Law Reviewand Chairman of the Board of Student Advisors. He was President of the Columbia Law School Association of Washington D.C. for seven years and was awarded a medal for Distinguished Alumni Service by Columbia University. He is also a Vice President of the Harvard Club of Washington D.C.
