Pierre Delisle practises mainly in the areas of property law (zoning and urban planning), municipal taxation (assessment and expropriation) and administrative law (municipal and education law). He assists many energy sector stakeholders (wind farms, biomass, hydroelectricity) in their development projects, particularly with respect to their administrative and environmental challenges.
Pierre has made numerous appearances before Canadian judicial and administrative tribunals, including the Commission municipale du Québec, the Tribunal administratif du Québec, the Superior Court of Québec, the Federal Court, the Court of Québec, the Court of Appeal of Quebec and the Supreme Court of Canada. As legal counsel, he acted on behalf of liquidators of Le Prêt hypothécaire company in 1980, the Fédération des caisses d’entraide économique du Québec from 1982 to 2002, and the Joint Committee for the Flat Glass Industry in 2001-2002.
He was a member of the Office des professions du Québec delegated to the Comité de révision des honoraires des dentistes et des optométristes (Review Committee on Dentists’ and Optometrists’ Fees) from 1978 to 1985 (Health Services Insurance Plan). In September, 2010, He was appointed as a member of the Québec City's residential land valuation work group, which analyzed and revise the city's residential land valuation system in-depth.
In 2003, Pierre drafted a report for Quebec’s Ministère des Affaires municipales, du Sport et du Loisir (Ministry of Municipal Affairs, Sports and Recreation) with respect to labour relations and human resources management to establish methods of bridging the municipalities and Ministry together (Project MAMM-14). He was corporate counsel to Gaspésia Papers, L.P. on the Papiers Gaspésia Inquiry (2004-2005). Pierre also participated in the drafting of case studies regarding the city “demergers” in Lévis, Quebec City and Sherbrooke in collaboration with the Raymond Chabot Grant Thornton consulting firm (2003-2004).
Pierre is governor of the Université Laval, Barreau du Québec and Collège François-Xavier-Garneau foundations. He was a member of the Planned Gifts Committee of Centraide Québec and the Fondation communautaire du grand Québec.
Pierre was President of Collège François-Xavier-Garneau from 1987 to 1992, and Vice-President of the Fédération des cégeps from 1988 to 1990.
