With an emphasis on general commercial practice, Paul advises clients on commercial, trade practices and regulatory issues. Based in our Sydney office, he has significant experience working with regulators such as the Australian Competition and Consumer Commission (ACCC) and State fair trading bodies, and has taken reviews of regulatory decisions to the Australian Competition Tribunal. He was previously in-house counsel at Telstra before joining McCullough Robertson.
Paul is known for focusing on clarity and simplicity in expressing advice and drafting contracts. He writes in a way that is easy to understand without simplifying the arguments. Rather than rehashing problems, Paul presents solutions and gives advice in its commercial context.
He finds the complexity of economic and industry regulation appealing. 'It requires you to have a good understanding of the policy settings for an entire industry as well as the commercial drivers,' he says.
He has advised clients in the telecommunications, electricity and other regulated industries on regulatory, access and contractual matters. Paul has advised extensively on competition issues, including merger clearances and authorisations. He assists clients with all legal aspects of sales and marketing, including consumer protection obligations and product safety.
Clients have included a range of telecommunications providers, Powerlink, Brisbane City Council, Ergon Energy and a range of major retail brands, manufacturers and distributors.
Paul’s experience also includes dealings with the Australian Communications and Media Authority (ACMA), Communications Alliance and Telecommunications Industry Ombudsman, as well as lobbying on behalf of carriers with ACMA and the Department of Broadband, Communications and the Digital Economy.
