Maureen Harbourt is a partner in the Baton Rouge office of Kean Miller. She joined the firm in 1983 and has over 26 years of experience in Louisiana environmental regulation and litigation. Maureen represents local, national and international industrial and commercial clients in a wide variety of substantive environmental areas such as Title V and PSD air permitting, climate change issues, renewable energy, underground injection wells and gas storage projects, environmental aspects of mergers, acquisitions and reorganizations, regulatory and legislative development; project planning and permitting; and enforcement and compliance.
Maureen works with the Louisiana Chemical Association and other trade organizations as well as individual industrial and commercial clients with regard to rulemaking and litigation, compliance counselling, permitting, and remediation. Maureen has particular experience in creating in-plant environmental training programs. She also has extensive experience representing "greenfield" environmental projects, purchasers and sellers of industrial concerns and joint ventures with regard to environmental issues and the environmental aspects of project development.
She is listed in The Best Lawyers in America (Environmental Law; 2009) and as one of Louisiana's Top 25 Women Lawyers (SuperLawyers 2009).
