Kim Hayden is a Director of PF+C and leads the Energy + Environment practice group. Kim has more than 25 years of experience in all facets of energy policy, siting, and energy transactions. She acts both as in-house counsel and outside lead counsel for independent power, utilities, and emerging energy companies.
Serving as lead counsel, Kim has obtained siting approval for more than 170 miles of new high voltage electric transmission lines and dozens of substations, more than 20 MW of new solar generation, 12 MW of new wind generation, and won precedent setting energy siting decisions in Re Rutland Renewable Energy LLC, 2016 VT 50, and in Re Vermont Electric Power Co, 2006 VT 69. Acting as lead counsel on behalf of 20 Vermont electric utilities, Kim also gained Public Service Board approval for Vermont’s current long-term Canadian hydro power purchase agreement.
Recently, Kim gained Public Service Board approval for the acquisition of a renewable energy company owning hydro facilities on the Connecticut and Deerfield Rivers in Vermont, New Hampshire, and Massachusetts having a nameplate capacity of 530 MW, and approval for the siting of Vermont’s largest (to date) rooftop solar facility, a 1.3075 MW rooftop solar installation to be located in Manchester, Vermont.
