Fran Phillips is a leading environmental lawyer who handles complex regulatory matters throughout the U.S. and offers years of high-level Environmental Protection Agency (EPA) experience and credentials to her corporate clients. Before joining Gardere, Fran served more than 15 years with the EPA – as the deputy regional administrator for EPA Region 6 in Dallas; the associate general counsel for grants, contracts and general administration in Washington, D.C.; and the regional counsel for EPA Region 4 in Atlanta.
Because of Fran’s years of experience and extensive background with the EPA, her practice emphasis is broad and extends to all areas of environmental law and policy. This includes:

Her industry focus comprises aerospace, refineries, chemical, manufacturing, construction, warehousing and commercial leasing, and transportation. In addition to her work with EPA and Gardere, Fran practiced law in Houston and Washington, D.C., and she was a visiting scholar at Southern Methodist University Dedman School of Law in 1988 and 1989.
