Artur Rokhlin specializes in jurisprudence and legal policy design in a variety of complicated situations. One of the leading areas of practice - competition practice, which he has begun actively to address in 2004. Currently works on projects related to public-private partnership (PPP) as well.
In 2007 he participated in creation of the non-commercial partnership “Advancing Competition” (now – Competition Experts Association), carrying out examination activities.
In 1996, Artur graduated from the law department of Lomonosov Moscow State University, and in 1998 from the Russian School of Private Law, part of the Research Center of Private Law under the President of the Russian Federation, in the city of Moscow. He holds a master's degree in private law.
From 1997–2000 he worked for OJSC Boguchangesstroi (a subsidiary of RAO UES of Russia), and progressed from working as a lawyer to becoming the head of the legal department.
From 2000 to 2013 he worked for a major Russian law firm, and became a partner there in 2006.
In 2001 Artur received his credentials as an attorney.
From 2011-2013 he participated in the activities of the NP “Advancing Corporate Law,” and formulated proposals for the modernization of the Civil Code of the Russian Federation.
Since 2014, he has been a partner at INFRALEX law firm, specializing in projects related to public-private partnership (PPP).
Since 2009, Artur has been recommended by Best Lawyers for Competition Law and Litigation (Lawyer of the Year 2014). He was recommended in the European Legal Experts journal as an expert on Corporate Law and Mergers and Acquisitions (M&A).
In 2015 awarded by the State medal ‘For Merit to the Motherland’ of the second degree granted for the effective practice of application of the Antimonopoly law and active role of the policy-making in the field of competition.
Since 2016 he is recommended by Chambers & Partners and Legal 500 EMEA.
