Alexey Popov has participated on numerous occasions as a representative of the party in proceedings in the Russian Constitutional Court in cases on the constitutionality of the various branches of legislation. Alexey participated as an expert advisor in the development of a series of draft bills regarding legislation of taxes and duties, including the development of the General Tax Code of the Russian Federation.
In 1995, Alexey graduated from the law department of Lomonosov Moscow State University, with a 1995 internship in the law faculty of University of Regensburg (Germany), focusing on private international law.
From August 1994 to December 2013, he worked for a major Russian law firm, and was a partner there starting in December 1999.
In July of 1998 he received his credentials as an attorney.
In 2003, he was awarded a medal from the Federal Chamber of Lawyers of Russia for “Service in the defense of the rights and liberties of the citizenry.”
Since 2007, he has been a presidential advisor of the Federal Chamber of Lawyers of the Russian Federation.
Since 2014, Alexey is partner at INFRALEX Law Firm.
In 2014 he was Included in the composition of the Expert Committee of the Public-Private Partnership’s Development Center.
In 2015 Alexey Became a member of the Working Group of the Expert Council under the Government of the Russian Federation on the public road network development.
Alexey has authored of a series of essays on taxation in Russian and international legal publications.
Since 2009, he has been recommended among the Best Lawyers in Arbitration and Mediation, Litigation, and Criminal Defense; in 2007, he was recommended in the European Legal Experts EMEA journal as an expert on Tax Law; in 2016 he has been noted by Legal 500 EMEA.
Currently the main focus of competence is in the field of implementation of major transportation and infrastructure projects in Russia.
