Tom Morante's practice focuses on the intersection of insurance, securities, corporate, banking and tax laws in an increasingly complex global regulatory environment. He counsels a broad range of businesses and investors, with a focus on the financial services industry, in connection with transactional, compliance and enforcement matters, and is co-chair of the Firm's Insurance Industry Team. His work also includes handling international trade regulatory matters and cross-border transactions, including with respect to investing in the U.S. and Latin America countries.

Mr. Morante is a member of the firm's Latin America Practice Team, is fluent in Spanish, and has studied abroad in Colombia, Mexico and Spain. Mr. Morante is also a member of the firm's National Healthcare and Life Sciences Team and advises clients on the Patient Protection and Affordable Care Act and the Health Insurance Marketplace (Exchanges).

Mr. Morante assists U.S. and foreign companies, including insurers, fund structures and real estate investor groups, in acquiring and establishing businesses and managing related regulatory compliance issues in the United States. Mr. Morante's insurance industry clients include insurers, reinsurers and intermediaries in the following product lines: life and annuities, health, title, property and casualty, cyber liability and weather risk.

In collaboration with attorneys in the firm's offices in the U.S., Abu Dhabi, Bogotá and Mexico City as well as partnering with foreign law firms, Mr. Morante also advises insurance companies, producers and investment funds with respect to their operations and compliance challenges in foreign countries. He assists in the development of offshore life insurance, annuities and other financial products and advises on establishing operations in Bermuda and other jurisdictions. He also provides counsel on the foreign country laws implicated in distribution and cross-border sale of offshore insurance products, with emphasis on Latin America and various Asian countries.

Mr. Morante also helps financial services companies comply with the USA Patriot Act and foreign country anti-money laundering laws, U.S. Export Control laws including Foreign Asset Control Regulations, CFIUS, and the Foreign Corrupt Practices Act (FCPA) and foreign anti-corruption legislation. In addition, he advises insurance companies with respect to the activities of the Federal Insurance Office (FIO) and the Financial Stability Oversight Council (FSOC) created under the Dodd Frank Act.

Mr. Morante also counsels clients on the financial services and insurance provisions of free trade agreements, including NAFTA and DR-CAFTA, the Free Trade Agreements (TPA) with Colombia and Panama, and both the Trans-Pacific Partnership and the International Trade in Services Agreement, currently under negotiation.
