Tom is a member of Frost Brown Todd and is a principal in the Government Services and Appellate practice groups. He has extensive experience in representing schools and other municipal entities throughout the United States in administrative, trial and appellate matters. Tom has spoken extensively on civil rights issues addressing organizations as diverse as the National School Boards Association and the American Civil Liberties Union, as well as appearing on National Public Radio. Tom speaks to national audiences several times a year on constitutional law and education related matters and is a prolific author on these topics. He is a two-time winner of the Indiana State Bar Association’s Benjamin Harrison Writing Award. He has also won the prestigious Burton Award for Legal Achievement co-sponsored by the Library of Congress for his article “Slamming in Cyberspace: The Boundaries of Student 1st Amendment Rights.” For many years Tom has been listed in the “The Best Lawyers in America®” as well as being named in “Indiana Super Lawyers®.”
In addition to representing municipalities Tom is very active politically, providing legal advice on campaign, finance, and election issues to political parties and candidates throughout the United States. He is a former Chair of the Indiana Recount and the Indiana Election Commissions. His decision in the Charlie White Secretary of State challenge was affirmed in White v. Indiana Democratic Party, 936 N.E. 2d 481 (Ind. 2012). He currently serves on the Board of Directors of the Republican National Lawyers Association. He is also a former member of the Board of Directors of the National School Boards Association which represents 95,000 local school boards serving 60,000,000 students. Tom is also a former chair of the NSBA's 3,000 member Council of School Attorneys.
