Sheila K. Tipton is a member of BrownWinick and is Chair of the firm's Energy Practice Group. She primarily practices in the areas of administrative law and the law of essential infrastructure, representing energy, telecommunications and water public utilities, renewable energy developers and customers, as well as other business entities. Sheila’s expertise includes certification, siting, ratemaking, rulemaking, merger, reorganization, compliance and other litigated and appellate proceedings before state and federal administrative agencies and in the state and federal courts.
Sheila is listed in The Best Lawyers of America® in the areas of Energy, Communications and Administrative Law and was awarded Best Lawyers’ 2012 Des Moines Communications Law Lawyers of the Year.
Sheila has been involved in numerous community and professional activities, including the American Bar Association and its Public Utility Section Electricity Subcommittee, the Iowa State Bar Association, the Energy Bar Association, the Drake University Law School Board of Counselors, the Polk County Legal Aid Society Board of Directors, the Polk County Legal Aid Society and the Des Moines Downtown Community Alliance.
Sheila has been a contributor to the Energy Bar Journal and American Bar Association’s Section of Public Utility Law Annual Reports. She has given presentations on topics such as utility antitrust issues and the evolution of energy policy at the state level.
Prior to joining BrownWinick, Sheila served as a Member of the Iowa Utilities Board from August, 2013 to April, 2015. In that capacity, she was a member of the National Association of Regulatory Utility Commissioners (NARUC), serving on its Telecommunications and Critical Infrastructure Committees and was a NARUC representative on the Federal Communications Commission’s Communications Security, Reliability and Interoperablity Council (CSRIC). Sheila was also a member of Mid-America Regulatory Conference (MARC). Prior to serving on the Iowa Utilities Board, Sheila was in private practice.
Sheila earned her B.S. degree from Ohio University and her J.D. degree, with honors, from Drake University.
