Mr. Chapman represents employers in all areas of labor and employment law, including employment agreements and policies, discrimination, harassment, retaliation, wage and hour, non-competition and non-disclosure covenants, leaves of absence, unfair labor practices, union campaigns, collective bargaining, and workplace safety issues. He has defended clients in over 25 states and the U.S. Virgin Islands, including class and collective actions. Mr. Chapman also provides counseling to HR professionals and business owners, helping them navigate both legal and practical considerations.

Pursuant to an appointment by the Mayor of Dallas and the City Council, Mr. Chapman served as Chairman of the city’s Civil Service Board, which considers personnel disputes concerning city employees. Mr. Chapman received his B.A. in behavioral sciences and political science from Rice University, graduating cum laude. He then attended SMU School of Law on a full merit scholarship, graduating cum laude and as a member of the Order of the Coif. Mr. Chapman served as a judicial law clerk to Judge Robert Parker on the Fifth Circuit Court of Appeals.
EEOC v. Jefferson Dental Clinics — 478 F.3d 690 (5th Cir. 2007). Four former employees sued Jefferson Dental Clinics in state court. After JDC won a complete defense verdict, the EEOC pursued its own lawsuit in federal court on the same facts. The Fifth Circuit ruled the judgment in the state court case barred the EEOC from seeking any individualized relief on behalf of the individuals, even though the EEOC had not been a party to the state court case. This is important to employers who otherwise could have faced two lawsuits over the same facts.
