Matt's clients in regulatory matters include the largest natural gas utility in British Columbia serving approximately 950,000 customers, a large electric distribution utility, a LNG facility owner, electric transmission companies in British Columbia and Alberta, provincially-regulated and NEB-regulated pipeline owners, a thermal energy utility, the sole provider of regulated universal compulsory automobile insurance in British Columbia, and a provider of regulated ferry services.
FortisBC 2010-2011 Natural Gas Revenue Requirements Application — Acted for the applicant, which is the largest natural gas utility in British Columbia, in setting rates for a two year period.
Terasen Gas Inc. Application For Biomethane Service — Lead counsel for Terasen Gas Inc. in its application to the Utilities Commission for approval of its investment in biomethane supply projects, and the necessary cost allocation and rate structures to support a biomethane service offering.
British Columbia Transmission Corporation Thermal Upgrade Project — Acted as counsel for British Columbia Transmission Corporation in an application for public interest approval of a thermal upgrade of two 500kV transmission lines. The thermal upgrade project was the first project advanced by BC Transmission Corporation under its Transmission Expansion Policy, which contemplates construction of infrastructure in advance of committed contracts.
