Jane Dickey is a 1966 graduate of Pine Bluff High School, a 1971 graduate of the University of Arkansas, and a 1977 graduate of the University of Oklahoma School of Law. She has specialized for over 30 years in municipal and public finance law. Her entire legal career has been spent at Rose Law Firm, which she joined in 1977. She was the 2004 President of Fifty for the Future (Central Arkansas’s CEO organization). The highlights of her professional career as a municipal public finance specialist are:

Case History

Bond Counsel: $57,030,000 AR Development Finance Authority Wastewater System Revolving Loan Fund Revenue Bonds, Capital Improvment Series 2011C — Jane Dickey was sole bond counsel for the Wastewater System Revolving Loan Fund Program from inception through the first decade of its existence. When time came to reexamine both the Clean Water State Revolving Fund and the Safe Drinking Water Fund programs, Rose Law Firm was selected for the task of redesigning the programs to allow cross-collateralization and to maximize the resources of ANRC. In 2008 we were selected by ADFA and ANRC to begin working on the second generation of these programs, creating a new General Resolution to allow ADFA and ANRC to combine the Revolving Loan Programs for wastewater and drinking water. ADFA’s $13,250,000 Revolving Loan Fund Revenue Bonds, 2009 Refunding Series A, was the first issue of bonds under the new General Resolution. Although we had been working with ADFA, ANRC, and your financial advisor for several months, the actual opportunity for utilizing the new General Resolution arrived at an unexpected time, and all parties involved had to expend extraordinary time, energy, and creativity to put the finishing touches on the General Resolution, prepare new documentation for the first bond issue under the new General Resolution, and secure a “AAA” rating on the bonds—without any reserve fund or credit enhancement. We subsequently acted as bond counsel for $12,135,000 Revolving Loan Fund Revenue Bonds, 2011 Refunding Series A, $19,480,000 Revolving Loan Fund Revenue Bonds, 2011 Taxable Refunding Series B, and the issue identified above.
Bond Counsel: $55,780,000 City of North Little Rock, AR Electric System Revenue Bonds, Series 2012 — electric revenue bonds
Bond Counsel: $17,300,000 Board of Trustees of the University of AR Student Fee Refunding Bonds (UALR Project), Series 2013 — Tax-exempt and taxable series of bonds for state-owned university
Bond Counsel: $208,750,000 City of Little Rock, AR Taxable Industrial Development Revenue Bonds (Welspun Tubular LLC Project) — Rose Law Firm represents Welspun Tubular LLC in Arkansas and served as bond counsel for several issues of taxable bonds totally over $200,000,000.
Bond COunsel: $10,160,000 City of Texarkana, AR Capital Improvement and Refunding Limited Tax General Obligation Bonds, Series 2012 — Bond counsel for city's GO bonds
