In 2013, after more than 25 years of large Boston law firm practice, Handly established Kevin J. Handly LLC (, an independent law office.  Handly maintains an of counsel relationship with the Boston litigation boutique, Cooke Clancy & Gruenthal LLP.  

In 1987, Handly entered private law practice as an associate at Goodwin Procter & Hoar, becoming partner in 1990.  For over 20 years, Handly was a partner in large Boston law firms, specializing in bank corporate transactions and regulatory law. 

From 1982 to 1987, Handly served as regulatory litigation and enforcement counsel for the Board of Governors of the Federal Reserve System.  Among other high profile cases, Handly represented the Federal Reserve Board before the U.S. Supreme Court in Securities Industry Association v. Board of Governors (BankAmerica/Schwab). As Senior Attorney for enforcement, Handly represented the Fed Legal Division on the working group of the Interagency Bank Fraud Task Force and prosecuted regulatory enforcement proceedings.

From 1979 to 1982, Kevin was an Assistant District Attorney in Brooklyn, New York, prosecuting official corruption, bank and insurance fraud, and other economic crimes.

Handly received his J.D. from Georgetown University Law Center in 1979.  During law school, Handly worked part-time and summers as a law clerk in the Office of the Comptroller of the Currency. Handly has a Bachelor's Degree in International Economics from the Georgetown School of Foreign Service. Handly is a graduate of the American Community School in Beirut, Lebanon.

For over a dozen years, Handly has been a member of the faculty of Boston University Law School's Graduate Program in Banking and Financial Law, lecturing on Financial Institutions Mergers & Acquisitions.

Handly is a member of the New York and Massachusetts Bars.

Handly resides in Jamaica Plain, Massachusetts, with his wife, Piney Kesting, and their two daughters. Handly is an avid runner, and an eight-time finisher of the Boston and Marine Corps Marathons.

Case History

Mortgage Company Licensing/Enforcement — Represented an out-of-state mortgage company in negotiating settlement of a threatened regulatory enforcement action by the Massachusetts Division of Banks.
Bank Investment Subsidiary — Organized a bank-owned investment company to make tax equity and public welfare investments.
Credit Union Merger — Advised and represented a credit union in identifying strategic options and negotiating merger with a larger credit union.  In a first-of-its kind transaction, successfully orchestrated distribution of credit union's excess net worth to members.
Banking Expert Deposition

As special litigation co-counsel, conducted effective cross-examination of opposing party's banking expert in pre-trial deposition.
