Karol Lyn Newman is the head of the federal energy practice at the law firm of Wilkinson Barker Knauer, LLP. Ms. Newman has 40 years of experience representing companies in proceedings before the Federal Energy Regulatory Commission and its predecessor agency, the Federal Power Commission, including the prosecution and litigation of certificate proceedings, abandonment proceedings, rate proceedings, tariff proceedings, and enforcement proceedings. In addition, Ms. Newman regularly advises companies on regulatory requirements related to the development of interstate pipeline and storage projects, assists in the development of strategies involving the sale and acquisition of regulated assets, and provides regulatory guidance on corporate reorganizations, restructurings and contract realignments. Ms. Newman is also frequently consulted on matters involving federal/state jurisdiction, interagency jurisdiction, federal preemption, eminent domain, regulatory takings, statutory interpretation, affiliated transactions and environmental concerns.
Over the course of her career, Ms. Newman has represented both regulated and unregulated entities in virtually all aspects of the natural gas business – production, gathering, transportation, storage, marketing and distribution. As part of the services provided to clients, Ms. Newman regularly conducts FERC compliance training and assists in the development of internal compliance programs. Ms. Newman is also a seasoned appellate lawyer, having served as lead counsel on numerous appeals of FERC orders to the United States Courts of Appeals for the District of Columbia, as well as on appeals brought to the Fourth, Fifth, and Eleventh Circuits.
Ms. Newman is an honors graduate of both the University of Maryland (B.A.) and the University of Maryland School of Law (J.D. 1973), where she served as Articles Editor of the Maryland Law Review and was elected to the Order of the Coif. She is also a member of the American Bar Association, the District of Columbia Bar Association, the Maryland Bar Association, and the Federal Energy Bar Association. Ms. Newman has also been recognized as a leading natural gas lawyer, having been honored at the Americas Women in Business Law Awards in 2012 as "Best in Energy, Natural Resources, and Mining" and having been recognized as a leading energy lawyer in Best Lawyers in America (2006-2015).
