Jesús has an LL.B. from Valencia University. After a brief experience in the University as Lecturer, he prepared for the competitive examination as Lawyer in the Council of State.
He has been a practicing member of the Council of State since 1998.
He stayed in London in 2000 where he participated in several institutions such as House of Lords, House of Commons and The Privy Council. In 2001 he stayed in USA through a leadership program of the German Marshall Fund.
He worked in the Legal Consulting Department of Banco Inversión and as Manager of the Complaints Service Department of Banco Inversión and Banco Espirito Santo.
Jesús carried out his doctoral thesis about “The presidential supervision and regulatory authority of the Northamerican regulatory agencies”, which was supervised by Roy Scotland (Georgetown University) and managed by José Manuel Sala Arquer (Rey Juan Carlos University)
Before joining KPMG, he managed the Madrid office of Broseta Abogados since it opened in 2007 and was responsible for both its launch and development. He was also partner of the Public Law department.
He specialises in administrative law and, in particular, in public contracts, infrastructure, urban development, the environment and administrative and judicial review proceedings.
He has also a vast experience and he has advised public and private clients on an ongoing basis in the various regulated sectors, such as energy, telecommunications, transport, water or the audiovisual sector, among others.
Jesús is also Lecturer in Administrative Law at Centro Universitario Villanueva, affiliated with the Complutense University, since September 2012. Previously, he was Lecturer in Administrative Law at Universidad Rey Juan Carlos from 1999 to 2012.
Lecturer on different Masters as, for example, on the Master’s Degree in Access to the Legal Practice at the Universidad San Pablo - CEU.
He is trustee of several foundations, such as Fundación Pablo VI, Fundación Ciudadanía y Valores and Fundación Centesimus Annus. Member of the Civil and Commercial Court of Arbitration. Co-chair of the Leadership Development Programme Advisory Committee and the Spanish Selection Committee of the German Marshall Fund.
Author of numerous essays and articles. Frequent speaker in conferences
