Dennis practices in the area of energy regulation. He has significant experience in facility, energy development, energy export/import and economic regulation. He advises clients in oil and gas, mining, oil sands, electricity and utility industries. His practice involves counseling clients on all aspects of federal and provincial energy regulation including: environmental, engineering, operational, aboriginal, economic and market aspects.
Dennis regularly appears before the National Energy Board in respect of facility, tolling, tariff, cost of capital and export approval applications; the Alberta Utilities Commission in respect of rate, tariff, cost of capital, rule-making and enforcement applications; the Alberta Energy Regulator in respect of oil and gas development, facility and resource equity applications; and the Alberta Surface Rights Board in respect of surface rights matters relating to energy development. He is also regularly involved in review applications and appeals relating to decisions of the National Energy Board, the Alberta Utilities Commission and the Alberta Energy Regulator.
As a Professional Engineer, Dennis has worked in the upstream and downstream side of the oil and gas industry. He has a thorough understanding of the complexities and issues surrounding the engineering design, construction and operation of energy facilities, including: emergency preparedness (terrestrial and marine emergency response) and environmental impacts, mitigation, reclamation and remediation.
