Alan Moore, shareholder in the Firm's Jackson office, focuses his practice on industries subject to direct government oversight and regulation, special service public bodies and regulatory agencies. Mr. Moore has substantial direct experience with insurance and insurance regulation, public and government law, legislation, airports, multimodal transportation, public infrastructure and public finance, and economic development.

Mr. Moore has a special appreciation for and commitment to the insurance industry, based in part on his personal experience with a family-owned, single state industrial life insurance company. With that business background and his many years of legal experience working with and on behalf of the Mississippi Insurance Department, he has a unique, 360-degree understanding of the insurance industry and insurance regulation.

Mr. Moore serves as General Counsel to the Mississippi Airports Association and the Mississippi Intermodal Council. He often serves as special counsel to local, regional and state government entities on public law and legislative matters, and he regularly represents private sector clients whose business interests intersect with government.

Prior to attending the University of Virginia School of Law, Mr. Moore served on active duty with the U.S. Army in the Republic of Vietnam.

Representative Matters
  • Appeared before and worked with the Mississippi Insurance Department numerous times on both formal and informal regulatory and legislative matters.
  • Recently served as team leader in representation of the Mississippi Insurance Department in the corporate restructuring of the state's largest property and casualty insurer, which included retaining and managing outside experts in multiple areas of expertise; analyzing, interpreting and advising the Department on Mississippi's holding company and change of control statutes; analyzing more than 20,000 documents produced by the applicants; planning and conducting the change of control hearing; and negotiating and implementing conditions subsequent to the approved transaction.
  • Drafted, monitored, testified and successfully lobbied for and against legislation relating to insurance, airports, multimodal transportation, public utilities, economic and community development projects and programs, public infrastructure, public safety communications systems, emergency medical transportation, tourism, public finance and water resources.
  • Served as special counsel to numerous local, regional and state government agencies and authorities on matters relating to airports, economic and community development, public finance, public law and legislation, emergency medical transportation, tourism, public utilities, water resources and infrastructure.
