Incorporated in 1999, Paul Foster Law Offices, P.C. (PFLO) has two founding attorneys, Paul R. Foster and Carrie L. Foster. The firm was established after Paul left the Oklahoma State Banking Department where he had served as the General Counsel for ten years.
Utilizing the regulatory and legal expertise Paul has gained through his years in the Oklahoma Banking Department along with his previous years in private practice, PFLO endeavors to offer services that assist Oklahoma’s Community Banks and bank holding companies in navigating the ever increasing regulatory environment in which today’s banks find themselves.
PFLO enjoyed the great benefit of working with the “dean” of Oklahoma Banking Law, Marion C. Bauman, beginning in the year 2000 until his retirement in 2011. Paul and the PFLO staff wish to express their thanks for the years he spent building a body of work in Oklahoma Banking Law for many previous decades.
The bank expertise of the firm is wide and varied, PFLO:
- represents banks, holding companies, bank directors and bank owners in legal and regulatory banking matters including: restructure, formation of bank holding companies, bank capital and insurance matters, mergers, acquisitions, expansion, sales, litigation, and all manner of banking, commercial, bank holding company, bank subsidiary and bank affiliate legal and regulatory matters on the local and federal levels, including defending banks and bank directors involving regulatory enforcement, removal, civil money penalties, and other regulatory enforcement actions before all banking agencies and courts.
- assists banks to properly respond to legal processes such as subpoenas, summonses, levies, and garnishments—with particular emphasis on Oklahoma and Federal Financial Privacy Act compliance.
Paul R. Foster, with the assistance of PFLO, serves the Community Bankers Association of Oklahoma as its General Counsel. The attorneys of PFLO participate in the Oklahoma Bar Associates Financial Institutions and Commercial Law Section, and Paul is also a member of the Business and Corporate Law Section of the Bar. Attorney Steven Coates, a former bank examiner with a bachelor’s degree in finance, works with the Firm on select projects.
